The Secretariat General employs Parliamentary civil servants, non-civil service workers and affiliated staff.

 

Staff members under temporary advisory staff contracts, on the other hand, provide direct advisory assistance to members of the Bureau and other members of parliament.


Parliamentary Civil Servants.

 

Parliamentary civil servants are employees who, by virtue of their legal appointment, are incorporated into the Parliament permanently, by means of a statutory relationship of professional services and remunerated from within the Parliamentary budget.

 

Parliamentary civil servants provide their services to the Congress of Deputies, the Senate or the Central Electoral Board, performing the tasks contained in the corresponding functional organisation structures.

 

Civil Service positions are filled by means of an open public competition in accordance with the principles of merit and capacity.

Parliamentary civil service units


Non-Civil Service Staff

 

Furthermore, the Senate may take on any non-Civil Service staff required to perform functions not attributed statutorily to the Parliamentary Civil Service, in positions of such a nature as required by the organisational structure. Non-Civil Service staff are contracted by each House.

The Senate Bureau will decide the public procedure that governs the selection process, which will be carried out in accordance with the principles of publicity, equality, merit and capacity.

Affiliated staff.

The Senate may request that the Government allocates staff from General State Administration to its service for the performance of Security functions and others not attributed statutorily to Parliamentary Civil Service Units. These staff, although they will remain within their original Unit in terms of their active service, will report, to all intents and purposes, to the Speaker and the Secretary General of the House.

Temporary advisory staff

Staff members under temporary advisory staff contracts provide direct advisory assistance to members of the Bureau and other members of Parliament, in accordance with the decisions of the Bureau. Parliamentary Groups may have staff members working under a temporary contract; the numbers of such workers will be defined by the Senate Bureau.

 

Staff under temporary contracts will be appointed and dismissed freely by the Speaker of the House, at the proposal of the head of the body to which they are assigned. The contract will be automatically cancelled when the head of the body said individual serves no longer holds that post, although the Senate Bureau can take provisional measures when deemed opportune for periods of dissolution.

Parliamentary civil service units.

 

The Parliamentary Civil Service Units are statutorily assigned the following functions:


- Parliamentary Counsellors.

 

Provide legal and technical advice to the Speaker's Office and the Bureau of each House, to the Committees and their bodies, and the Sub-Committees and Reporting Bodies, and to draft, in accordance with the agreements reached by said bodies, the relevant findings, reports and rulings, and keep the corresponding minutes; represent and defend Parliament, the Congress of Deputies, the Senate, the Central Electoral Board and the bodies and institutions that are affiliated or dependent on them, in relation to jurisdictional bodies and before the Constitutional Court; carry out research and make senior-level proposals, and supervise Parliamentary Administration, as heads of the corresponding bodies.

 

- Parliamentary Archivists - Librarians.

 

Organisation and management of documentary and bibliographic resources in each House and their dissemination through the relevant bodies, as well as safeguarding and conserving the documentary and bibliographic assets of Parliament; providing assistance and advice, drafting reports and research, and providing senior level proposals on matters within their scope; heading up the corresponding services and supervising matters within their scope, in accordance with the functional organisation structures.

 

- Parliamentary Advisors

 

Providing assistance and advice, drafting reports and research, and providing senior level proposals on matters within their specialist field; heading up the corresponding services and supervising matters within their specialist field, in accordance with the functional organisation structures.

 

- Parliamentary Editors, Shorthand Clerks and Stenotypists.

 

Complete reproduction of speeches and events that take place within the Plenary sittings and House committees they attend, as well as drafting the Journal of Sittings; heading up the corresponding services in the terms established by the functional organisation structures.

 

- Parliamentary Technical Administration Service.

 

Administrative and parliamentary management, implementation, inspection and promotion of procedures, as well as research and administrative proposals; heading up the corresponding services in accordance with organisational structures.


- Parliamentary Administration Service.

 

Administrative functions for procedural and supportive management functions, research and administrative proposals; processing texts and other IT applications pertaining to administrative procedures; registering, classifying, transcribing and archiving documents; serving the corresponding secretariats and heads of administrative units in accordance with organisational structures.

 

- Parliamentary Attendances.

 

Security, access control and custodianship inside parliamentary buildings, as well as controlling internal movements, guiding and accompanying people, notwithstanding the security functions performed by civil servants mentioned in section 3 of the Parliamentary Staff Statute; assisting and helping during meetings of House bodies; collaboration in protocol and related activities; reproduction, transportation and distribution of documents, objects and other similar items; as well as any other tasks required to support the administrative units which are assigned to them in the special services to which they are posted; heading up the corresponding units in accordance with organisational structures.
